We have already uploaded requirements to the existing workflow scheme but this project needs a different workflow,
How do I create a new workflow for the copied project and transfer the tickets across?
A workflow scheme is a mapping function - it tells a project "when using this issue type, use that workflow for it" (there's a default line at the top - if you don't explicitly name an issue type, the project looks at the default)
So you should probably just create your new workflow (I'd recommend copying an existing one and editing it into the shape you want, rather than starting from scratch), copy the existing workflow scheme, and amend the copy so that it maps your new workflow on to the issue type(s) that should follow it. Associate the new scheme with the new project (Jira will take you through a migration if it needs to), then you can move all your old issues into the new project.

First, you will need admin access if this is a company managed project. This level of permission will allow you the ability to edit and create new workflows. To transfer tickets across, you will need bulk permission. This permission will allow you to bulk move your set of tickets across projects. Based on the tag, on this ticket of having site-admin access, you should be have those access already.
