I have a business requirement to have an approval process that allows approvers to select either Approved, Rejected, or Need Additional Information. Does Jira Service Desk Cloud have the capability and how would I do it? I'm a novice with Jira.

In fact, JIRA Service Desk has a feature that provides you with the Approval conditions you are looking for in a per-status basis, where you can select in which state of the workflow you want to add the approval condition:
Additionally, you can add three new status after the approval state (Approved, Rejected and Need Additional Information) to move the issue once it is approved.
These would be the steps:
- Navigate to your project > Project settings > Workflows > Edit
- In Diagram mode, add the statuses you need and configure the approvals in your Draft workflow
- Publish your workflow once it is done
