Worklog import for fractions of hours is interpreted wrongly

We try to import worklogs with the csv importer for external systems.

It works fine as long as the entries are full hours. But if I try to enter anything else, there seems to be an error on the conversion.

This is how our file looks like

issue,summary,worklog
DIP-2565,,9 days;2023-02-10;61deb10ce67ea2006b396f66;259200
DIP-2565,,1 min;2023-02-10;61deb10ce67ea2006b396f66;60

The first entry is resolved in 1w4d considering working time correctly. 
The second entry is resolved as 2h and I have no clue why.

I already tried changing our default time tracking settings but nothing helps.

Does anyone know this issue and have any idea?
