I have a team of 180 people to control and to avoid adding one by one in WORKLOG. I have created a GROUP
The problem is that I can't see people without time in WORKLOG ( So, I can't control them )
I tried to look for alternatives, creating filters ( using MEMBERS OF) or filters by Projects but i can't find out the oslution to see people without time belonging to a team
Just a note, It is not an option to add one by one in the filter because people the number of the members may change frequently
Could you help me?
you might consider using time-tracking apps that in most cases have a customizable report of tracked time on issues.

How are you trying to control these worklogs? Although it has the basic functionality to add worklogs to issues, Jira out of the box is rather limited in functionality when it comes to monitoring, reviewing or adding workflow to time tracking.
I would strongly recommend looking for a good time tracking app in the marketplace, if you're not already doing so.
