Would it be possible to arrange Jira issue fields so that most frequently used are on the top? Now the order seems to be random and requires always scrolling to fill in the basic information.

Could you please provide a screenshot of the view that you would like to reorder the fields?

By default, the default issue view respects the order selected in the issue layout, as you can see in the screenshots below:

You can set the issue layout for company-managed projects by following the steps below:

1. Navigate to your project
2. In the left menu, click on project settings > Layout
3. Select the relevant issue types and set the order of the fields
4. Click to save it

You can set the issue layout for team-managed projects by following the steps below:

1. Navigate to your project
2. In the left menu, click on project settings > Issue types
3. Select the relevant issue types and set the order of the fields
4. Click to save it
