Hello,

If you use Jira Server/Data Center, then you need the Jira Administrator permission to create a project.

If you use Jira Cloud, then you could grant the create next-gen projects global permission to a group and users in this group will be able to create next-gen projects. For classic projects you would still need to grant the Jira Administrator permission.
