I am setting up a service desk for a Service operation center where i will receive mail from some particular mail request and there be people in CC who are not added in my organization detail, But people in the CC can also interact and when jira send the reply all the people in that mail loop should get the reply.
can anyone suggest how i can do it?

People added in the CC field will be added as a request participant on the ticket.
It means that these people will receive notification about the tickets and can also reply the notification in order to add a comment.
But, if the person adds a CC that does not have an account on your instance, Jira won't create the account automatically. We have a feature request suggesting this ability:
