to what extent it is possible to limit access to projects, so that a person can see the results of the dashboard and filters (for example, the inability to open tasks when viewing a project).

You can use permission schemes and roles to tell Jira who can and cannot see the issues inside projects.

For company-managed projects, you can also set security levels on issues which can limit their visibility to a smaller audience (within the project permission scheme)

If you do remove people's access to see issues, then dashboards, filters and so-on will stop reporting the issues they can't see.

I have a task so that technical leaders can review the time load on their specialists and at the same time that they have the most limited access to tasks on the project in which they are not involved.
