add existing user to my project

I would like to add a user in my organization who is currently using JIRA on another project to my JIRA project. How can I do this without taking up one of my 10 user slots?

It sounds like she isn't in the same instance of JIRA, not just another project in the JIRA instance. If that is the case, yes you need to create an ID for her and it will consume one of the licenses.

She's an existing user under another license within my company. Do I have to add her as a new user to my agreement?

You don't have to create a new user, just assign the existing user to the users role in your new project. That should do it.
