adding a new user and giving administrator to few projects

Hi,

JIRA Version is v7.1.4#71008-sha1:eaa0661

I need to add a new user and grant administrator to few projects so that he can create new issues and other tasks.

Please provide me links to complete this request.

See https://confluence.atlassian.com/adminjiraserver071/managing-project-roles-802592463.html for the roles, and for adding a new user, look under user management and you'll find an "add" button
