admin user but not admin permissions upon logon

I have installed the jira from scratch and can logon with the user i have created at the install but don't see settings icon post install. using this url http://localhost:8080/secure/SetupMode!default.jspa 

I can see that the user is member of Jira-Administartors group but post logon can't see the user having settings icon. 

also when  checked the group using the above link seeing below things

  • Groups

jira-administrators

Permission Schemes
  • There are no Permission Schemes associated with this Group.
Notification schemes
  • There are no Notification Schemes associated with this Group.
Issue Security Schemes
  • There are no Issue Security Schemes associated with this Group.
Saved Filters
  • There are no Saved Filters associated with this Group.

Welcome to the community!

This looks right to me.  Administration rights are for administrating the system.  They are not project permissions (project or security) or notifications, and they're not there for sharing things with either.

Most admins will be on other groups or roles that give them the permissions, mails, project rights, and shares that they need to work in their projects..
