after the approve, It's couldn't run for jira condition

Dear Atlassian family, I have a problem. I can't find how I resolve this situation. I'm creating issue on Jira project and sending to Manager Approval. After the approve step, it should give a permissioın for related sql database. I did all of the workflow editing

Can I clarify a few things here:

• Is this a Jira or Jira Service Management Project?
• How does the Approval process work?
• What is blocking the next step? Is it a Workflow condition?

I'm also not sure how the permission for SQL database links into the Workflow.
