allow JIRA project administrator to modify screens and fields

I have setup a project with it's own field scheme and screen scheme. I have also setup a project user as the project administrator. Is it possible to allow the project administrator to modify the screen scheme (not disassociate but edit what fields will be present in what screens)?

No, that level of delegation is not yet available in Jira.

I doubt it will ever be done since it shouldn't allow anything to be changed that is used by another project. The reuse of fields, screens and workflfows is one of the benefits of JIRA
