I am unsure how you can take this and would suggest looking into checking this with one of the Atlassian partners that specialise in migration. The reason for this is it depends on:

• Complexity of the existing instance 
• Availability of add-ons or tools that can assist with facilitating the said migration.
• When none exist the need to build a custom solution.
