assign 'create components' to jira-developers

As of now users with jira-developers cannot create a new component under a project, whereas a adminstrator user can.

Is there a way to grant that to jira-developers??

Tha project admin and the jira-admins only can create the components. If you want to give permission to some persons you can add to projct admin role. Backdrop is he can administer the project.
