at a particular status the user should not able to change the start date

This means that the 'start date' should remain on the create issue screen and view issue screen, but not on the edit issue screen.
In order to still change the 'start date' until a certain status, you can add the 'start date' to each transition screen before that status, but no longer add it to the transition screens after that status.
This way, the 'start date' can only be edited while transitioning.
you can add a workflow property so that user can not edit the issue in that specific status but you can't prevent editing of specific field.

i have already use this. i'm looking only this start date would not be editable not the entire issue

As said, this settings make the whole issue not editable in that status.
If you want to make just Start date not editable, you need to remove them from edit screen and create self transition in each status where user can edit it with a screen containing just Start Date field.
