If you are just looking to get the server up and running for now just consider creating a plugin so that you have a pom.

execute

atlas-create-plugin

Follow the prompts. Do not forget to move into the directory that contains your shiny new plugin before executing

atlas-run

Welcome to the Atlassian Community!

You have run the command while in a directory that does not contain a project to work with.

Note the error in red that says "goal requires a project ... but there is no pom".
