I would like to set an automation rule for creating an issue on 1st day of Jan, Apr, Jul, Oct. 

Is below expression right?

0 0 0 1 1,4,7,10 ?

For a standard cron job to run on the 1st day of January, April, July, and October at midnight, the correct expression would be:

0 0 1 1,4,7,10 *
