Check whether your DB service is up and the connection from JIRA to DB is ok.

The error message you see there is telling you that Jira cannot get to the database.  This happens when either there is a network problem blocking the connection completely, or when the database is not present at the location given.

Check that the Jira server can see the database server on the network and reach it with ping and trcroute, then that the database is running and accepting connections.
