The answer would be "Yes" - this folder contains JIRA Automatic backups, JIRA backups (you created) and Support Zip files so they can be deleted. That being said, rather than deleting them, I'd advise you to at least move a couple of those to a safe place as they, well, have your backups.

We back up the VM nightly so this is redundant. On my server it has been creating these files for 2 years, twice a day, since we installed jira. They are currently taking up 16gb so i just deleted them.
This is configured under the following web page
/secure/admin/ViewServices!default.jspa
(Administration > System > Advanced > Services)
i set it to a much more reasonable time of once a week. Keeping in mind that we back up daily at the vm level.
