is it possible to lock the selection/creation of labels when already chosen specific labels in a ticket?
For example:
There already exist those 3 labels: "1", "2" and "3"
If I label an Issue with "1" the ticket cannot be labelled with "2" or "3" and vice versa.
Short answer - no, not without the addition of a plugin. The labels field will allow you to create/add labels as you want and doesn't have this level of configuration.
There's a popular plugin called Scriptrunner, of which this is most likely achievable with what they call a scripted Behaviour - I'd suggest checking this out as a potential option.
