can I make field mandatory/ not mandatory for specific user

I'm trying to register tickets in to Jira by sending email 

I use the app : Email this issue 

since I have couple of mandatory fields , my mail handler fails to create ticket . 

any idea how can I bypass these fields based on reporter ?

@NEGAR JALALIAN I think that feature is not currently available, you might contact support.atlassian.com as you have standard license.
