There are loads of tools for customising Jira, just have a look in the marketplace.  And you can write your own of course.

What do you mean by "customise" and how do you want to use python to do it?

By using Python can I add external Fields in jira for example google search button

Not directly.  Jira is not written in Python, so you would need to build a Python engine into an App you can install in Jira to enable something that could start rearranging and adding to the UI.
