can "schedule issues" permission be partially restricted?

The scheudle issues permission gives a user the abiltiy to move things around in the backlog. This is useful for several of our clients for the purposes of setting priorities. But is is possible to set it up so that they can move things around within the backlog or within a given sprint, but NOT add or remove items from sprints? In other words, can they move things around for priorization but be disallowed from changing sprint scope?
