can't change fields order in JIRA 6. bug?

Hi All

JIRA 6.1.2 - can't change the order of fields in screen. Tried in IE, Chrome and Firefox.

Is there a bug?

Yes there is a bug, it is fixed in JIRA 6.1.3. Please see here for more details:
