I was working on an automation project and for it i want to attach some files in targeted jira tickets in restricted mode so that only mentioned user can read access or download it.
No, there is no permission on the attachment field. If the person has access to the issue then they can access all the fields.
Since you are on Jira DC you might be able to do something with ScriptRunner for Jira.
