Hi there, 

• Can you let me know, do you have this problem on any issue/project with any sort of attachment?
• Does the issue occur in multiple browsers?
• Are other users on other machines able to replicate the problem?
• What errors are you seeing in the Jira server logs when this occurs?
• Does the problem occur when you disable all add-ons in your browser or via Incognito mode?
• What version of Jira are you using? Lastly, does the issue persist if you put Jira in safe mode?
