How to change administration permission in JIIRA, as original owner left the organization

An Organization administrator or a Site Administrator should be able to manage administrator permissions for the Jira application from https://admin.atlassian.com.

If there is nobody in your company that has Organization or Site Administrator permissions you will need to contact the Atlassian Billing, Licensing, and Pricing support team through this page:

Your post tags indicate that you are using an Enterprise plan. If that is the case you should have an Atlassian team member that is specifically assigned to your company and there may be multiple people within your company that can reach out directly to Atlassian contacts for assistance.
You should definitely check with your technical support team and your finance organization that are responsible for paying for software products used by your company. Those people should have either access to administer Jira for your or know how to reach out to your Enterprise liaison at Atlassian.

Only an org admin/site admin can manage administrator permission. I would request you to contact Atlassian support and they will assist you in adding new org admin.
