All the other language packs in JIRA are listed in Application Components.
But the Chinese language pack appears in the user-installed list of add-ons.
We didn't opt for it. It was installed when we upgraded from Jira 7.3.1 to 7.3.7. The language pack was part of 7.3.4.

It does come pre-bundled as of 7.3.x. I'm running 7.4.1 and it's installed there as well. I was able to succesfully uninstall it by using the uninstall button in Manage Add-Ons.
If you would like to see this removed as a default you can create a Suggestion on JAC for the developers. Include the use case and post the link here so the community and those searching for that particular issue can vote on it.
