I would like to build a filter that does 2 things
1 Find all features that are in ( On Deck, Backlog, Open)
2 Find all issues that have the feature as a parent that are In Progress
I have tried filter project = xx and Issuetype = feature and status in (On Deck, Backlog, Open) and issuetype = In Progress
nothing is returned but I think my logic is bad. somehow the feature needs to be the parent.

You would need an add-on for it. For example, you could use the Power Scripts add-on:
You could write a JQL query like this:
1. project = xx and issuetype = feature and status in ( On Deck, Backlog, Open)
2. key in subtasksOf(
"project = xx and issuetype = feature and status = \"In Progress\""
)
