You might need to look into your 'atlassian-jira.log' in your {jira_home}/log directory while reproducing the issue to find out more data, because the stacktrace will be more specific to find the cause. So I'd recommend tailing the log, reproducing it, and then confirming if the above KBA corresponds to the error, if not, please post the stacktrace here and some of us will be able to judge a bit better what the problem could be.
