copy components between projects

How do I copy components from one project to another? We do not have the CLI plugin.

i think you need to develop some script to do that function

issue has already submitted with atlassian, vote up to implement feature in jira

and i was about to recommend the CLI plugin before i saw your last sentence. that's the solution we use, and it's the only i've seen to date to do what you're after.
