'+ create issue' - Can we move it to top?

Hi guys - I have a very 'one-off' question derived from a question I've received.

Within the first column on a 'team-managed' board, can I move the '+ create issues' to the very top of the column?

So if there were 20 issues in that first column, the '+ create issue' indicator would be the first thing.
