Is it possible and how to create a new issue (not sub-tasks) during a workflow transition from one status to another?

If you are using JIRA OnDemand, then it is not possible. You can have a look and vote for this new feature request at: https://jira.atlassian.com/browse/JRA-8846 . In order to be implemented, it must meet certain levels according to our Implementation of new feature policy.
