create permission grant using REST API call and I am getting forbidden error

POST request to /rest/api/2/permissionscheme/10000/permission returned an error code: status: 403 - Forbidden

Do the user accessing rest API have "Administrator" privileges? Because Create Permission Scheme require admin rights on Jira.
