custom field not automatically displaying for all users

I've created a custom field using dependent dropdown for an issue.  When I create an issue, the field displays for me in both Jira form and also Team Jira form.  When another project team member creates an issue, the custom field is not automatically displayed, but has to be added manually and does not display in Teams Jira form.

Using team-managed project.

How do I get this custom field to automatically display for all users?
