is it possible to change the recipients for the JIRA admin contact form?
at the moment everybody who is a JIRA Administrator gets the messages.
I would like to send it to JIRA Systemadministrators only.

Unfortunately not. It's fixed to users with the "JIRA Administrators" global permission.

https://jira.atlassian.com/browse/JRA-27454 is the suggestion for implementing more flexibility, which you can vote on if you want.
There's an interesting workaround mentioned by Renjith Pillai on this question https://answers.atlassian.com/questions/127200/setting-up-the-contact-administrators-form.
