I understand your problem. I saw the same thing and submitted a support ticket (JSP-87804) to Atlassian.

Looks like it's more complicated than it looks to simply edit the "view issue" screen. =(
Update: I was replying to another discussion, but it looks like the "reply" button isn't working properly.

1. We have no idea what you are talking about - you've posted a new question, and I think you should have posted against an existing conversation
2. Support issues on Atlassian's site are only visible to the Reporter, Atlassian, and people added by Atlassian or the Reporter. Most of us can't see the "response" you've linked to.
