I think that workflow should attached with any one of the JIRA project.

Hemant is right, to delete a workflow, it must not be
a) In use
b) The JIRA system default (which is nothing to do with JIRA Software)
One you've dis-associated a workflow from all it's previous usage, it's perfectly safe to delete it.
