I am looking to use Jira for sustaining issue tracking, in addition to using it for new feature development. The view for issue tracking doesn't seem to have the ability to drag and drop bugs in the list, you can only set priority to determine the ranking of the issue in the list.
Is there a way to be able to drag and drop the issues in the issue list to set priority like you can with the regular backlogs?

Which type of project have you set up in Jira - Business, Software, or Service?
The Priority field built into Jira allows you to assign a general priority category; i.e. High, Medium, Low. This does not explicitly set the order in which issues should be worked relative to each other.
If you are using a Software project then you can implement a Kanban or Scrum board. In those boards in the Backlog screens of each you can explicitly set the order of issues relative to each other by dragging and dropping the issues displayed in the backlog list. This is called "ranking" in Jira terminology. Changing the ranking of issues does not impact the value of the Priority field, nor vice versa.
