I need that one project administrator can add/edit/delete custom fields value. is this possible? every two days we need to delete some old values and add new values.
If you need project administrators to manage the field configuration, it is supported with next-gen projects.
Not in the classic projects. If it is a classic project, have you already considered whether the 'component/s' can be used (if not already used for a different purpose)?

Do you the value of the options for a pick list? Or the actual saved value for the field in an issue?
And is this a Next-gen project? Or Classic Software project? (Or some other type).
