embed attachment in email message

When my team writes a comment, the notification scheme will send a message to certain users (Reporter, Current Assignee)

When they person responds back via that email attaches a file, the file is not embedded into the comment. Instead they see this 'cid' line.

For example, here is how it looks to the user in email:

This appears to work fine in Cloud:

Is there a way to have the attach show in Server just like Cloud? This would be very useful for images/screenshots.
