Look at the project permissions and role memberships.

That's probably not the answer you are looking for, but we cannot tell you more than that because your question does not explain what you actually want.

What do you mean by "get"?  And what does "part of a project" mean?  They can see it?  Or do they have to be able to create/edit/transition issues?  Other rules?
