how do i add a user to jira

this user has an atlassian account and is added to my bitbucket team. when i go to the people tab in my jira project and say add people they do not show up when i search. starting to get really frustrated with this whole process. it should not be this difficult to add anyone to my project especially when they already have an atlassian account.

You say the user has an account in bitbucket. Are your instances connected to a central user management (like CROWD)? If not you'll have to create the user seperately.

What exactly do you mean by an "Atlassian Account"?
