When Workflow is not assign to any project it becomes inactive and it will appear in the inactive workflow section.
and to do this go to workflow scheme of project and change the old workflow with new workflow.
if old workflow is not associated with any project then it will become inactive
Go through every project that is using a workflow scheme containing the workflow you want to de-activate. Change each one to use a workflow scheme that does not have the workflow in it.
When you move the last one off the scheme, you'll find the workflow then becomes inactive.
