how do i import users from google apps ?

the getting started guide sais to to navigate to

General > Google Management, and click Start Synchronization.

in the administration tags, but no metter how hard im looking, i cant find it.

Please help me....

Are you looking to have Google Apps integration on your Atlassian OnDemand instance? (aka https://www.atlassian.com/google-apps )

The docs you found regarding importing users is only applicable if you have Google apps integration setup, and the account linked to the email address you are using here does not appear to have the integration setup. If you setup Google apps on your instance, that admin option will become available.

If you are referencing a different account with Google apps setup / you need assistance setting up Google Apps, you can submit a support request and we can investigate the Google setup issue. If you don't want to have Google apps setup, that import feature is not available.
