Go through all the permissions schemes looking for the usage of "Group: anyone".

Where you find it, remove it.

Thanks Nic, but i have to check in each project permission scheme(PS) or in all PS.

Is it possible to globally disable anonymous access for all projects irrespective of PS in complete Jira?

I am afraid not, you really do have to go through each scheme to check for <anyone>
