how do you configure a system field in jira?

Hi, I've been asked to add another option in the Labels field drop down but since it is a system field, I'm not sure how/if I can do that. I did type it in the field and it accepted it but didn't add it to the drop down. I then created another ticket and when I started typing the new item, it autopopulated which is good. But we were hoping to add it to the drop down. Thanks.

The drop down list is based on if the label has been used on other issues or not and popularity. You cannot manually edit the drop down list for it.
