how does a user add a time entry?

I must be overlooking something but I am not seeing where to add a time entry to a ticket so that it shows up in the report.

My question is in regard to using JIRA Timesheet Reports and Gadgets plugin.

There should be a "log work" option on the actions menu.  If it's missing, then you probably need to check the permission scheme for the project and make sure you have the "log work" permission.
