by default in jira, I'm not sure you will be able to do that.
if you have Scriptrunner, you can use behaviour to do something similar and choose readyonlybehaviour.png

But as Jira guy said, you will have to choose a value for that field. it is mandatory

This is a simple question. Answer is NO!

You cannot have a JIRA issue with no summary. So you can't hide it.

You can, with javascript.  But then your people will not be able to create issues.
